Ce mardi 4 mars, Raina Forbin a pris possession du minist\u00e8re des Affaires \u00e9trang\u00e8res et des Cultes.<\/p>\n\n\n\n

Au-del\u00e0 du rituel, le fond de son discours d’installation m\u00e9rite attention. La nouvelle ministre n’a pas esquiv\u00e9 le diagnostic. Elle a nomm\u00e9 les maux avec une pr\u00e9cision inhabituelle pour l’exercice : \u00ab crispations, r\u00e9sistances et inerties \u00bb face aux tentatives de r\u00e9forme pass\u00e9es, dispersion de la politique \u00e9trang\u00e8re, vuln\u00e9rabilit\u00e9 aux pressions d’int\u00e9r\u00eats particuliers. On n’a pas coutume, dans ces c\u00e9r\u00e9monies, d’un tel degr\u00e9 de lucidit\u00e9 institutionnelle.<\/p>\n\n\n

Sur le fond programmatique, le discours articule six axes. Le premier : l’alignement de l’action internationale sur les urgences nationales. C’est le seul qui compte vraiment dans l’imm\u00e9diat.<\/p>\n\n\n\n

Ha\u00efti traverse une crise s\u00e9curitaire d’une gravit\u00e9 sans pr\u00e9c\u00e9dent. Les gangs contr\u00f4lent des pans entiers du territoire. Le processus \u00e9lectoral reste suspendu dans l’incertitude. L’aide humanitaire peine \u00e0 atteindre les populations les plus expos\u00e9es. Dans ce contexte, la diplomatie n’est pas un luxe acad\u00e9mique : c’est un instrument de survie nationale. Raina Forbin dit le savoir.<\/p>\n\n\n\n

L’insistance sur la question migratoire et sur la normalisation des relations avec la R\u00e9publique dominicaine m\u00e9rite d’\u00eatre not\u00e9e. Ces deux dossiers constituent depuis des ann\u00e9es un angle mort douloureux de la politique \u00e9trang\u00e8re ha\u00eftienne, souvent trait\u00e9 dans l’improvisation et l’\u00e9motion. L’annonce d’une Conf\u00e9rence des leaders religieux, mobilis\u00e9s comme \u00ab partenaires \u00e0 part enti\u00e8re \u00bb dans les efforts de stabilisation, est une id\u00e9e concr\u00e8te.<\/p>\n\n\n\n

Restent les zones d’ombre inh\u00e9rentes \u00e0 tout exercice de ce type. Un discours d’installation est par nature un acte de foi : foi en soi-m\u00eame, foi en un agenda, foi en la capacit\u00e9 de l’appareil d\u2019Etat \u00e0 suivre.<\/p>\n\n\n\n

Les six axes \u00e9nonc\u00e9s par Madame Forbin sont des orientations, pas des politiques. Les jalons manquent, les arbitrages difficiles ne sont qu’effleur\u00e9s. Ce n’est pas un reproche : il serait absurde d’exiger un plan de gouvernement d’un discours de prise de fonction. Mais c’est le cadre dans lequel ses mots devront \u00eatre \u00e9valu\u00e9s dans les semaines et les mois qui viennent.<\/p>\n\n\n\n

Raina Forbin h\u00e9rite d’un minist\u00e8re r\u00e9galien, d’un corps diplomatique sous-\u00e9quip\u00e9 et d’une conjoncture difficile. Elle a choisi, pour sa premi\u00e8re adresse publique, le ton du r\u00e9sultat sur celui de l’intention. C’est une exigence qu’elle s’est fix\u00e9e \u00e0 elle-m\u00eame, devant t\u00e9moins.
