Alors que ce programme est sous toutes les l\u00e8vres et des Ha\u00eftiens nourrissent les espoirs de fouler le sol de l&#8217;oncle Sam, un article de Miami Herald sur l&#8217;action en justice intent\u00e9e contre minist\u00e8re de la S\u00e9curit\u00e9 int\u00e9rieure et de ses dirigeants au sujet du programme de lib\u00e9ration conditionnelle humanitaire, bouleverse la nuit des Ha\u00eftiens qui se tuent dans les bureaux de l&#8217;Immigration et de l&#8217;\u00c9migration pour r\u00e9cup\u00e9rer leurs documents de voyage. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">20 \u00c9tats dirig\u00e9s par des R\u00e9publicains, dont le Texas et la Floride, ont intent\u00e9 mardi une action en justice contre le minist\u00e8re de la S\u00e9curit\u00e9 int\u00e9rieure. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Pour le tribunal f\u00e9d\u00e9ral du Texas, la Homeland Security, qui supervise les agences d&#8217;immigration am\u00e9ricaines, a contourn\u00e9 le Congr\u00e8s et cr\u00e9\u00e9 un programme de visa de facto sans l&#8217;approbation du l\u00e9gislateur. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Ce programme, selon les autorit\u00e9s de Texas, va au-del\u00e0 des circonstances limit\u00e9es dans lesquelles Homeland Security est autoris\u00e9 \u00e0 recourir \u00e0 la lib\u00e9ration conditionnelle humanitaire en vertu de la loi f\u00e9d\u00e9rale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Le journal am\u00e9ricain Miami Herald rapporte que la poursuite fait valoir que dans le cas de la Floride, l&#8217;\u00c9tat sera l\u00e9s\u00e9 parce que cela lui co\u00fbte des millions de dollars et des &#8220;ressources \u00e9tatiques importantes&#8221; \u00e0 savoir l&#8217;\u00e9ducation publique, les soins de sant\u00e9, les services aux victimes de violence domestique et les \u00e9tablissements correctionnels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">&#8220;La pr\u00e9sence de ces \u00e9trangers en situation irr\u00e9guli\u00e8re en Floride (&#8230;) viole l&#8217;int\u00e9r\u00eat quasi-souverain de l&#8217;\u00c9tat pour son territoire et le bien-\u00eatre de ses citoyens&#8221;, a justifi\u00e9 cet \u00c9tat. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Les R\u00e9publicains pointent du doigt cette nouvelle solution de l&#8217;administration Biden \u00e0 la crise qu&#8217;il a &#8220;lui-m\u00eame cr\u00e9\u00e9e&#8221; \u00e0 la fronti\u00e8re sud, en violation directe de la loi f\u00e9d\u00e9rale&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Dans l&#8217;action en justice men\u00e9e par le Texas et America First Legal, les plaignants font valoir que le programme est ill\u00e9gal compte tenu du pouvoir de lib\u00e9ration conditionnelle &#8220;exceptionnellement limit\u00e9&#8221; dont dispose le gouvernement f\u00e9d\u00e9ral. Ils notent que jusqu&#8217;\u00e0 360 000 migrants pourraient \u00eatre autoris\u00e9s \u00e0 entrer aux \u00c9tats-Unis par an, selon un article de Fox News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">L&#8217;action en justice se concentre sur les limites impos\u00e9es \u00e0 la lib\u00e9ration conditionnelle par le Congr\u00e8s, qui stipule que
