Il revient syst\u00e9matiquement dans le d\u00e9bat public au point de devenir une revendication sociale avec la d\u00e9couverte d\u2019un vaste r\u00e9seau de corruption organis\u00e9e en vue de la dilapidation des fonds issus de cet accord. Depuis, le mot Petro Caribe est devenu le symbole de toutes celles et ceux qui se battent pour la reddition des comptes en Ha\u00efti. Ces revendications ont donn\u00e9 lieu \u00e0 diverses formes d\u2019\u00e9crits. Mais Maryse Saint-Pierre Cyprien, Ministre-Conseiller \u00e0 la d\u00e9l\u00e9gation d\u2019Ha\u00efti aupr\u00e8s de l\u2019UNESCO, a voulu apporter un nouvel \u00e9clairage sur le d\u00e9bat en cours dans notre pays, en particulier, et dans la Cara\u00efbe, en g\u00e9n\u00e9ral. Il s\u2019agit de r\u00e9fl\u00e9chir sur la port\u00e9e de cet accord. Cela, dans le cadre d\u2019une th\u00e8se r\u00e9dig\u00e9e et soutenue en anglais le 22 f\u00e9vrier 2022 au prestigieux Centre d\u2019\u00c9tudes Diplomatiques et Strat\u00e9giques (CEDS).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">C\u2019est le propre des \u00e9crits scientifiques de ce niveau&nbsp;: ils doivent apporter un point de vue nouveau sur le sujet trait\u00e9. Cet exercice est loin d\u2019\u00eatre une dissertation de bachelier. Il caract\u00e9rise avant tout un haut niveau de r\u00e9flexion. C\u2019est en ce sens que, pour commencer par la fin, le directeur des \u00e9tudes du CEDS et \u00e9galement membre du jury, Monsieur Fouad Nohra, a tenu \u00e0 souligner que ce travail acad\u00e9mique sera mis \u00e0 la disposition des missions diplomatiques de la CARICOM et du Venezuela. En plus, la th\u00e8se de Madame Cyprien est autoris\u00e9e \u00e0 \u00eatre publi\u00e9e par les plus grandes \u00e9ditions universitaires. Les gens qui nous lisent se poseront certainement des questions sur la teneur de ce travail acad\u00e9mique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">En effet, cette brillante th\u00e8se portant le titre de \u00ab&nbsp;CARICOM and Venezuelan influence in the caribbean region through the Petro Caribe agreement. Case study&nbsp;: south-south cooperation with Venezuela&nbsp;\u00bb est avant tout une r\u00e9flexion sur le devenir de la coop\u00e9ration sud-sud mat\u00e9rialis\u00e9e dans l\u2019accord Petro Caribe. Il est question pour Madame Cyprien d\u2019analyser l\u2019influence du Venezuela sur les pays de la CARICOM \u00e0 travers son programme de p\u00e9trole. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">L\u2019imp\u00e9trante a, dans un premier moment, fait ressortir les liens historiques qui existaient entre Ha\u00efti et les pays de la Cara\u00efbe avant la cr\u00e9ation de la CARICOM. Ceux-ci doivent \u00eatre vus depuis l\u2019extermination des Am\u00e9rindiens, en passant par l\u2019arriv\u00e9e de force des esclaves noirs venus d\u2019Afrique jusqu\u2019\u00e0 l\u2019ind\u00e9pendance d\u2019Ha\u00efti. Ensuite, du 19\u00e8me si\u00e8cle jusqu\u2019\u00e0 la cr\u00e9ation du March\u00e9 Commun de la Cara\u00efbe, on assistera \u00e0 la mise en \u0153uvre de la solidarit\u00e9 ha\u00eftienne non seulement au niveau de cette sous-r\u00e9gion mais aussi au niveau de toute l\u2019Am\u00e9rique Latine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Par ailleurs, l\u2019arriv\u00e9e de la CARICOM marque un nouveau tournant dans les relations inter cara\u00efb\u00e9ennes car elle t\u00e9moigne la volont\u00e9 de lier le destin \u00e9conomique des pays de la Cara\u00efbe. Sur ce plan, la th\u00e8se rappelle fortement le point de vue d\u00e9velopp\u00e9 par le professeur Jean Casimir dans son livre \u00ab&nbsp;La Cara\u00efbe, une et indivisible&nbsp;\u00bb. Dans ce texte, le professeur Jean Casimir a longuement montr\u00e9 comment des relations de solidarit\u00e9 et de fraternit\u00e9 ont toujours exist\u00e9 entre les pays de la Cara\u00efbe, en vertu de certains liens historiques qui ont toujours exist\u00e9 dans ces pays ayant l\u2019esclavage en commun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Il faut se r\u00e9f\u00e9rer au chapitre 3 de la th\u00e8se de Madame Cyprien pour comprendre le r\u00f4le que jouera le Pr\u00e9sident Hugo Chavez dans la mise en place de l\u2019accord Petro Caribe. Celui-ci n\u2019est pas seulement un levier \u00e9conomique, selon l\u2019imp\u00e9trante. C\u2019est aussi un moyen de combattre les in\u00e9galit\u00e9s sociales dans les r\u00e9gions de la Cara\u00efbe et de l\u2019Am\u00e9rique Latine. Mais le Pr\u00e9sident Chavez a su donner un contenu tr\u00e8s id\u00e9ologique \u00e0 l\u2019accord Petro caribe car il s\u2019agissait de d\u00e9velopper les synergies des \u00c9tats partageant la volont\u00e9 de se d\u00e9marquer de l\u2019imp\u00e9rialisme am\u00e9ricain dans le cadre beaucoup plus large de l\u2019Alternative Bolivarienne de l\u2019Am\u00e9rique (ALBA). Surtout, cette alternative regroupera des pays ayant plus d\u2019affinit\u00e9s historiques. Ainsi peut-on lire \u00e0 la page 144&nbsp;: \u00ab In 1999, with President Hugo Chavez, the most notorious spearhead of the 5th Republic, the bolivarian revolution emerged, with the dynamic idea of reducing economic and social inequality, not only in Latin America but also in the caribean. Chavez calls himself the socialist of the 21st century, with regard to his vision of the Latin America. From the moment he came to power, he identified himself with Simon Bolivar, from whom he drew much inspiration, has the great advocate of integration and regionalization in Latin America in the 19th century.\u00bb<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">A juste titre, dans la conclusion de la th\u00e8se, Madame Cyprien a soulign\u00e9 le fait que l\u2019id\u00e9e d\u2019\u00e9tablir des formes de coop\u00e9ration sud-sud telle qu\u2019elle est mat\u00e9rialis\u00e9e dans l\u2019accord Petro Caribe reste et demeure le meilleur exemple de coop\u00e9ration de pays qui ont \u00e0 peu pr\u00e8s le m\u00eame niveau de vie. Mais la mort du Pr\u00e9sident Chavez en 2013 laisse des doutes sur l\u2019avenir de cette forme d\u2019int\u00e9gration r\u00e9gionale puisque le g\u00e9nial Chavez utilisait le p\u00e9trole comme arme g\u00e9opolitique (Kozloff, 2005), f\u00e9d\u00e9rant ainsi un ensemble de pays de la r\u00e9gion.
