Le choc est \u00e9norme. Des centaines de morts, de bless\u00e9s, de disparus, d\u2019habitations effondr\u00e9es dans le grand Sud, la r\u00e9gion la plus touch\u00e9e. Les h\u00f4pitaux r\u00e9gionaux sont submerg\u00e9s. Mais le tableau semble beaucoup plus sombre d\u2019autant que le d\u00e9compte n\u2019est que provisoire pour le moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">11 ans apr\u00e8s le d\u00e9vastateur s\u00e9isme de janvier 2010, Ha\u00efti revient encore une fois, tristement, sous les feux de projecteurs de la presse internationale. Deux s\u00e9ismes en 11 ans dans vie d\u2019un peuple n\u2019est pas quelque chose d\u2019anecdotique. \u00c7a doit forc\u00e9ment int\u00e9resser du monde; \u00e7a doit forc\u00e9ment susciter les r\u00e9flexions sur le destin d\u2019un pays qui semble abonn\u00e9 aux malheurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">En 11 ans et des poussi\u00e8res, en plus des deux s\u00e9ismes, Ha\u00efti a connu le chol\u00e9ra (import\u00e9 par les casques bleus de l\u2019ONU), les crises politiques \u00e0 foison, les gouvernements non efficients, les oppositions anachroniques, des cyclones \u00e0 r\u00e9p\u00e9tition, des ouragans, des crimes financiers impunis, des massacres et beaucoup d\u2019autres coups du sort. Il doit bien s\u00fbr y avoir quelque chose qui expliquerait cette chute sans fin de l\u2019\u00eele parce qu\u2019il n\u2019y a pas une fatalit\u00e9 ha\u00eftienne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Le s\u00e9isme du 14 ao\u00fbt 2021 retrouve un pays beaucoup plus malade que celui du 12 janvier 2010. En 11 ans, on n\u2019a pas su \u00e9lire les meilleurs dirigeants, prendre les meilleures d\u00e9cisions en mati\u00e8re de construction de logements, \u00e9laborer de meilleures politiques urbaines et inverser la courbe de l\u2019histoire de notre pays. Ha\u00efti est devenue plus d\u00e9munie, plus fragile. On s\u2019est davantage ent\u00eat\u00e9s \u00e0 mal construire. Aucun r\u00e9gime, aucun chef n\u2019a jamais su impl\u00e9menter les politiques publiques n\u00e9cessaires au redressement national. Ha\u00efti revit donc tout \u00e0 coup, en ce mois d\u2019ao\u00fbt 2021, son pass\u00e9 au pr\u00e9sent, avec les m\u00eames manquements, les m\u00eames vides, les m\u00eames insuffisances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">11 ans apr\u00e8s, le grand Sud n\u2019est pas en mesure de secourir le grand Sud. Tout doit venir de Port-au-Prince et d\u2019autres bailleurs internationaux. Mais la solidarit\u00e9 inter-ha\u00eftienne, malgr\u00e9 toutes ses limites, est d\u00e9j\u00e0 mise en branle. Des fondations ha\u00eftiennes, des centres hospitaliers, des hordes de professionnels volontaires se sont d\u00e9j\u00e0 accourus au chevet des habitants en d\u00e9tresse dans le grand Sud. Les autorit\u00e9s multiplient les appels \u00e0 l\u2019aide. Des pays amis annoncent d\u00e9j\u00e0 leur soutien \u00e0 Ha\u00efti meurtrie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Un cycle lancinant, comme si repenser durablement le pays, le reconstruire, le remodeler, le changer de page \u00e9tait un horizon inatteignable et que sa chute continue \u00e9tait quelques chose
