Le dernier rapport de la Cour sup\u00e9rieure des comptes et du contentieux administratif vient de le confirmer: tout un paquet de projets inaboutis, des fonds d\u00e9bloqu\u00e9s pour des projets qui n\u2019ont jamais vu le jour, des irr\u00e9gularit\u00e9s d\u00e9concertantes dans le d\u00e9caissement des fonds, des d\u00e9penses injustifi\u00e9es&#8230; Un vrai d\u00e9sastre&#8230;Un vol savamment orchestr\u00e9 pendant dix ans. Qui sont les coupables ? Les firmes ha\u00eftiennes et \u00e9trang\u00e8res qui en ont fait leur beurre? Les anciens hauts fonctionnaires de l\u2019\u00c9tat?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">En attendant qu\u2019un proc\u00e8s s\u2019ouvre (ce qui n\u2019est pas possible avec le PHTK), Me Rapha\u00ebl Emmanuel, dans un article publi\u00e9 sur Port-au-Prince Post [ <a href=\"https:\/\/pappost.com\/index.php\/2020\/08\/19\/ce-que-nous-enseigne-le-rapport-daudit-du-fonds-petrocaribe\/\"><span class=\"has-inline-color has-vivid-cyan-blue-color\"><em>Ce que nous enseigne le rapport d\u2019audit du fonds PetroCaribe<\/em><\/span><\/a> ]  , a d\u00e9montr\u00e9, non sans nuances techniques, comment le syst\u00e8me institutionnel de contr\u00f4le des d\u00e9penses publiques a globalement failli \u00e0 sa mission. Des femmes, des hommes et des institutions, qui sont cens\u00e9s veiller \u00e0 l\u2019assainissement des d\u00e9penses publiques, n\u2019ont jamais dit halte \u00e0 l\u2019h\u00e9morragie. Ce qui a nourri la casse en dix ans. M\u00eame si parfois, ils sont impuissants face \u00e0 des \u00abpasser outre\u00bb de certains ordonnateurs dans le cadre de l\u2019ex\u00e9cution de certains projets bidons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Si en d\u00e9pit de tous ces verrous et gardes-fous institutionnels, il y a eu autant de d\u00e9sordres et de d\u00e9g\u00e2ts dans l\u2019utilisation des millards de dollars am\u00e9ricains du PetroCaribe, n\u2019y a-t-il pas une nouvelle articulation \u00e0 rechercher dans les dispositifs de contr\u00f4le des d\u00e9penses publiques ? Ou du moins, est-ce une illustration du niveau de pourrissement avanc\u00e9 de tout l\u2019appareillage \u00e9tatique ?
