Deux morts. Pour pr\u00e8s de deux cent tests effectu\u00e9s. De la d\u00e9claration des deux premiers cas officiels de contamination (19 mars 2020) \u00e0 aujourd\u2019hui en Ha\u00efti, le Covid-19, sournois, impr\u00e9visible, mais surtout invisible, accuse une progression <strong>non-exponentielle<\/strong> lorsqu\u2019on l\u2019analyse au prisme d&#8217;autres pays de la r\u00e9gion dont la <strong>R\u00e9publique Dominicaine<\/strong>.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"480\" height=\"226\" src=\"https:\/\/i0.wp.com\/pappost.com\/wp-content\/uploads\/2020\/02\/ezgif.com-video-to-gif-1-1.gif?resize=480%2C226&#038;ssl=1\" alt=\"\" class=\"wp-image-1050\"\/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">\u00c0 d\u00e9faut d&#8217;une <strong>progression officiellement vertigineuse<\/strong>, c\u2019est la gestion catastrophique de la crise du coronavirus qui devrait nous effrayer. Le gouvernement patine dans les petits d\u00e9tails. Jusqu\u2019ici, malgr\u00e9 le communiqu\u00e9 du MSPP annon\u00e7ant le premier d\u00e9c\u00e8s li\u00e9 au Covid-19, ils sont nombreux ceux qui en doutent. La mani\u00e8re <strong>de communiquer<\/strong> n\u2019\u00e9tait pas la bonne. Elle a donc ouvert la voie au scepticisme et \u00e0 des sp\u00e9culations sans fin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">La transparence promise ne d\u00e9passe pas le cadre de quelques communiqu\u00e9s annon\u00e7ant de temps \u00e0 autre de nouveaux cas de personnes infect\u00e9es. C\u2019est dire qu\u2019Ha\u00efti est r\u00e9ellement le pays des simulacres. Ils n\u2019ont pas voulu communiquer \u00e0 la presse les centres d\u2019isolement et ceux de mise en quarantaine. Quand ils veulent enfin communiquer, ils le font avec amateurisme; la formule pour s\u2019y prendre n&#8217;est jusqu\u2019ici pas bien ficel\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Les chefs ont d\u00e9clar\u00e9 l\u2019\u00c9tat d\u2019urgence sanitaire. Mais \u00e0 l\u2019H\u00f4pital de l\u2019Universit\u00e9 d\u2019\u00c9tat d\u2019Ha\u00efti, des soignants se plaignent du manque de mat\u00e9riel.\u00a0 Des m\u00e9decins r\u00e9sidents, des infirmi\u00e8res et urgentistes, pay\u00e9s au lance-pierre, ne sont pas pr\u00eats, du moins psychologiquement, \u00e0 affronter le d\u00e9fi immense que pose la pand\u00e9mie du coronavirus. <strong>Il n\u2019y a pas de pont entre la parole du Premier ministre Joseph Jouthe et la r\u00e9alit\u00e9 sur le terrain. Un leadership aussi rachitique en ces temps d\u2019une crise sanitaire d\u2019une telle ampleur risque de nous amener tout droit vers la catastrophe.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Dans l\u2019Ha\u00efti au temps du coronavirus, le transport en commun continue \u00e0 fonctionner. Seules les \u00e9coles, les \u00e9glises et les universit\u00e9s sont ferm\u00e9es. Les Ha\u00eftiens continent \u00e0 sortir en nombre, pour la plupart coll\u00e9s l\u2019un sur l\u2019autre comme des sardines dans des camionnettes de fortune. Ils semblent narguer et\/ou ignorer la menace alors que le Covid-19 risque de <strong>prendre sa vitesse de croisi\u00e8re<\/strong> dans les prochaines semaines. <strong>Ceux qui tiennent la barque ne parviennent m\u00eame pas \u00e0 imposer un couvre-feu. On dirait que le Covid-19, au cours des semaines qui s\u2019am\u00e8nent, va nous\u00a0 \u00e9pargner paradoxalement de ses griffes alors m\u00eame que nous avions pass\u00e9 tout l\u2019\u00e9t\u00e9 \u00e0 chanter.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Face aux possibilit\u00e9s de propagation du Covid-19 via le transport en commun en Ha\u00efti, des maires, imbus du danger, ont suspendu certains trajets dans leur ville respective (J\u00e9r\u00e9mie, les Cayes etc.). Un micro-leadership qu\u2019il faut saluer m\u00eame s\u2019il ne compense nullement l\u2019absence d\u2019un leadership gouvernemental en vue de contenir la menace du coronavirus et du coup rassurer la population en ces temps de grandes incertitudes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Le ministre des Travaux publics, Transports et Communication, Jacc\u00e9us Nader, a laiss\u00e9 entendre la semaine \u00e9coul\u00e9 qu\u2019il devrait \u00eatre en mesure de mettre sous terre 1 000 \u00e0 1 500 personnes quand la maladie atteindra son pic. La formule est peut-\u00eatre pr\u00e9monitoire. Le responsable d\u2019\u00c9tat aurait pu assouplir son langage. Mais sa d\u00e9claration colle tr\u00e8s bien \u00e0 ce qui se passe dans le pays: beaucoup d\u2019Ha\u00eftiens sont insouciants, sinon inconscients et la communication gouvernementale n&#8217;a pas le m\u00e9rite de <strong>faire la p\u00e9dagogie de la dimension de la crise.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\">Le Covid-19 et le transport en commun ne font pas bon m\u00e9nage.
